  • Mr. Andrew Borden, PMP

    Mr. Andrew “Andy” Borden currently serves as the interim Director of Programs and Regional Business for the U.S. Army Corps of Engineers (USACE) Transatlantic Division (TAD) where he provides executive strategic leadership and program management expertise for the Division, its two Districts and one Task Force, which are located in Virginia, Afghanistan and Iraq, respectively. Mr. Borden serves as principal advisor to the TAD Commander and is the senior civilian for an organization providing design, construction execution, and related engineering services in direct support to U.S. Central Command and U.S. Special Operations Command throughout the USCENTCOM area of responsibility in order to establish and maintain the conditions for regional security and stability.
  • Colonel Paul. B. Culberson

    Colonel Paul B. Culberson assumed command of Task Force Essayons in October 2019. As the Commander, he provides oversight of U.S. Army Corps of Engineers support to the Combined Joint Task Force (CJTF) for Operation Inherent Resolve, Iraq and Syria. He commands a unit that provides planning, design, engineering, environmental support, and construction contract administration services for U.S. military operations. Task Force Essayons is headquartered in Camp Taji, Iraq, with offices in Iraq and Kuwait.

    Mr. Bryton S. Johnson is currently deployed as the Deputy District Engineer for the U. S. Army Corps of Engineers Afghanistan District, where he is responsible for providing program and project management oversight services to support the district’s mission in Afghanistan.
  • Lt. Colonel Daniel (Dan) Hayden

    Lieutenant Colonel Daniel (Dan) Hayden joined the U. S. Army Corps of Engineers (USACE) Afghanistan District as Deputy Commander on September 14, 2019. In this position, he is second in command of the District, which has more than 130 civilian, military, and contract employees who provide engineering solutions and expertise in support of U. S. efforts to help build a stronger Afghanistan.
  • Sergeant Major Anthony D. Powers, Jr.

    Sergeant Major Anthony Powers assumed duties as the U. S. Army Corps of Engineers (USACE) Afghanistan District sergeant major on August 11, 2019. In his appointed role as the sergeant major, he supports the headquarters, to include its five field offices, and is responsible for providing professional development, morale, quality of life, and discipline to military, civilian, and contract employees. He also provides advice and counsel to the district commander and senior staff on all organizational strategic processes and district-wide operations.
  • Colonel John (Chris) Becking

    Colonel Chris Becking assumed command of the U. S. Army Corps of Engineers (USACE) Afghanistan District on July 15, 2019. The District supports Operations Resolute Support and Freedom's Sentinel by executing construction for U. S. Forces Afghanistan; for the Combined Security Transition Command-Afghanistan supporting the Afghan National Defense Security Forces, and for both the Department of Defense and Department of State to complete projects authorized under the Afghan Infrastructure Fund program.

    Colonel Stephen H. Bales is the Deputy Commander for the Transatlantic Division, U.S. Army Corps of Engineers, in Winchester, Virginia. He assumed this position on July 8, 2019.
  • Colonel Chris Becking

    Colonel Chris Becking assumed command of the U. S. Army Corps of Engineers Afghanistan District on July 15, 2019. The District supports Operations Resolute Support and Freedom’s Sentinel by executing construction for U. S. Forces Afghanistan; for the Combined Security Transition Command-Afghanistan supporting the Afghan National Defense Security Forces (ANDSF); and for both the Department of Defense and Department of State to complete projects authorized under the Afghan Infrastructure Fund program. The Afghanistan District is delivering more than $1.02 billion in facilities supporting Afghan Air Force Modernization, the Afghan Special Security Forces, the National Army and Police, and Women’s Participation Program projects in support of gender integration across all ANDSF. The District’s projects support the local populace and build skilled human capital by using predominantly Afghan-owned companies in the construction programs and by having Afghan quality assurance staff assist in construction oversight.

  • SES Alvin “Al” B. Lee

    Mr. Alvin “Al” Lee is the Director for the Programs and Business Directorate, for the U.S. Army Corps of Engineers’ Transatlantic Division, headquartered in Winchester, Virginia, where he provides executive leadership and direction for the execution of the Division’s Military Construction, International and Interagency Support, and Foreign Military Sales programs. Mr. Lee is also responsible for the strategic direction, business processes, program analysis and evaluation, technical engineering, and financial operations of the Division.
