COLONEL CRAIG S. BAUMGARTNER assumed duties as Commander of the U.S. Army Corps of Engineers, Transatlantic Division, in June 2024. Prior to taking command, he served as the Deputy Commander of the Transatlantic Division, beginning in August 2021. Baumgartner also previously served as Chief of Staff, HQDA G-3/5/7, Combined Joint-Engineer Branch Head, Combined Security Transition Command-Afghanistan (CSTC-A), and Commander and District Engineer of the U.S. Army Corps of Engineers, Rock Island District, headquartered on Arsenal Island in Rock Island, Illinois. He commissioned in the United States Army Corps of Engineers in May 1993 from the United States Military Academy at West Point, NY.

Baumgartner also served as Command Engineer of United States Army Cyber and Second Army at Fort Meade, Maryland; Deputy Brigade Commander of 18th Engineer Brigade in Schweinfurt, Germany; and Battalion Commander of the 15th Engineer Battalion in Schweinfurt, Germany to include a combat tour in support of Operations New Dawn and Enduring Freedom.

Baumgartner’s military awards and decorations include the Legion of Merit Medal (2 OLC), Bronze Star Medal (3 OLC), Defense Meritorious Service Medal (1 OLC), and Meritorious Service Medal (3 OLCs). His badges include the Combat Action Badge and Parachutist Badge. He is also an Engineer Regiment Silver de Fleury Medal recipient.

Colonel Nikki L. Haupt assumed duties as the Transatlantic Division Deputy Commander on July 29, 2024. Haupt most recently served as Commander of the 397th Engineer Battalion in Marina, CA and prior to that assignment, served as the S3 for the 301st Maneuver Enhancement Brigade; Division G3 for Pacific Ocean Division, U.S. Army Corps of Engineers; Chief of Future Operations, Headquarters, U.S. Army Corps of Engineers; and Commander of the 863rd Engineer Battalion in Darien, IL. She commissioned in the United States Army Engineer Corps in June 2004 from Oregon State University.

Haupt holds a Bachelor of Science Degree in Zoology from Oregon State University, Corvallis, OR and a Master of Fish, Wildlife, and Conservation Management from Colorado State University, Fort Collins, CO and is a Certified Associate Wildlife Biologist. Her military education includes the Command and General Staff College, and Engineer Officer Advanced and Basic Courses.

Haupt’s military awards and decorations include the Bronze Star Medal, the Defense Meritorious Service Medal, Meritorious Service Medal (3 OLCs), three awards of the Army Commendation Medal, the Navy and Marine Corps Achievement Medal, the Armed Forces Service Medal, Korea Defense Service Medal, Iraq Campaign Medal, and Afghanistan Campaign Medal. She is also an Engineer Regiment Bronze de Fleury Medal recipient. 

John. L. Adams was appointed into the Senior Executive Service (SES) in August 2020. He serves as the U.S. Army Corps of Engineers Transatlantic Division Regional Programs and Business Director. As the senior advisor to the Transatlantic Division commanding general, Adams provides executive strategic leadership and technical, resource and financial program management expertise for the Division. He is responsible for leading the execution of a multi-billion-dollar program, which provides design, construction, and related engineering services in direct support to U.S. Central Command and other activities across 21 nations located throughout the Middle East, Central Asia, and the Levant to establish the conditions for regional security and stability. 

Adams is responsible for enabling the U.S. Special Operations Command global construction program through centralized planning and programming on behalf of the USACE Enterprise. The Transatlantic Division is comprised of the Transatlantic Middle East District, headquartered in Winchester, Va., and the Transatlantic Expeditionary District headquartered in Kuwait, which total over 700 personnel, consisting of more than 200 forward deployed service members and civilians and area offices located in nine countries. The Division supports Overseas Contingency Operations in the USCENTCOM area of responsibility and provides specialized capabilities for the USACE Enterprise, including the Technical Center of Expertise for Aircraft Hanger Fire Protection, the Center of Standardization for Non-Permanent Facilities and the USACE Contingency Deployment Center. 

Prior to his current assignment, Adams served as the USACE Europe District Deputy District Engineer and the Programs and Project Management Division chief beginning in Dec. 2015. In that position, he was responsible for management of the District Military Missions’ programs and activities throughout the U.S. European Command’s and U.S. Africa Command’s areas of operation. Adams also served as USACE Norfolk District’s Projects Branch chief from Nov. 2003 through Nov. 2015. In that position, he managed and led the District’s project managers in the execution of Civil, Interagency and International Services, Environmental, and Military Construction projects throughout the District’s area of operation. 

Adams has served as a government civilian for more than 38 years beginning his service with the USACE Atlantic Division’s Naval Facilities Engineering Command. He served in various positions within both Naval Facilities Engineering Systems Command and USACE, to include a deployment as the Chief of the Engineering and Construction Division of the Afghanistan Engineer District-South. Other overseas assignments include Antigua West Indies, Naples and Aviano, Italy, and as an Area Engineer with the USACE Europe District in Ansbach, Germany. 

Adams is a native of Lexington, VA. He attended the Virginia Military Institute where he earned a Bachelor of Science Degree in Civil Engineering in 1985. He is a registered professional engineer in the state of Virginia, a certified Project Management Professional, and a member of the Army Acquisition Corps.

His awards and decorations include the Superior Civilian Service, Meritorious Civilian Service, Commanders Award for Civilian Service (6), and the Silver de Fleury Medal.

Command Sergeant Major Michael Arroyo assumed duties as the U.S. Army Corps of Engineers Transatlantic Division’s senior enlisted advisor on October 10, 2024. He is a native of The Bronx, NY, and enlisted in the United States Army in June 1998 as a horizontal construction engineer.

Arroyo has served in every enlisted leadership position through Command Sergeant Major. His previous assignments include tours with the 62^nd Engineer Battalion, Fort Cavazos, TX; 27^th Engineer Battalion (C) (A), Fort Liberty, N.C.; 173^rd Infantry Brigade Combat Team (A), Vicenza, Italy; 554 Engineer Battalion, Fort Leonard Wood, MO; 31^st Engineer Battalion, Fort Leonard Wood, MO; Supreme Headquarters Allied Powers Europe (SHAPE), Mons, Belgium; 6^th Brigade Engineer Battalion (A), Joint Base Elmendorf Richardson, AK; 2^nd Infantry Division, Republic of Korea United States Combined Division (RUCD), Camp Humphreys, Republic of Korea; 91^st Brigade Engineer Battalion, 1ABCT, 1^st Cavalry Division; and the 20^th Engineer Brigade, Fort Liberty, NC. 

Arroyo holds a Bachelor of Professional Studies in Business and Management and is currently completing his Master of Business Administration.
