Scott P. Sawyer serves as the Chief of Regional Programs and Business for the U.S. Army Corps of Engineers Transatlantic Division, headquartered in Winchester, Virginia. As the senior advisor to the Transatlantic Division commander, Sawyer provides strategic leadership and technical, resource and financial program management expertise for the Division. He is responsible for leading the execution of a multi-billion-dollar program, which provides design, construction, and related engineering services in direct support to U.S. Central Command and other activities across 21 nations located throughout the Middle East, Central and South Asia, and the Levant to establish the conditions for regional security and stability. A certified Project Management Professional (PMP) since 2007 and recognized expert in Project Management Business Process, Sawyer was a key member of the P2 Automated Information System (AIS) deployment team, implementing this system across four USACE districts to enhance project tracking, data management, and reporting. Additionally, he is the architect of the MILCON Lifecycle metric, which integrates USACE Command Guidance Metrics with leading indicators, providing a unified measure of project health that streamlines reporting across traditional project phases. This single-point metric has significantly improved decision-making by creating an actionable view of project performance throughout the lifecycle of military construction projects.

Among his accomplishments are the development of Power BI dashboards for real-time program analysis, establishment of monthly Execution Progress Reviews, and negotiation of General Terms and Conditions agreements with command partners, reducing project support agreement timelines by nine months. His leadership of the "Mega Projects" initiative has further bolstered governance for high-visibility projects, ensuring senior oversight where needed.
Sawyer holds a Bachelor of Science in Civil Engineering from the State University of New York at Buffalo.
