COLONEL CRAIG S. BAUMGARTNER assumed duties as Commander of the U.S. Army Corps of Engineers Transatlantic Division, in June 2024. Prior to taking command, he served as the Deputy Commander of the Transatlantic Division, beginning in August 2021. Baumgartner also previously served as Chief of Staff, HQDA G-3/5/7, Combined Joint-Engineer Branch Head, Combined Security Transition Command-Afghanistan (CSTC-A), and Commander and District Engineer of the U.S. Army Corps of Engineers, Rock Island District, headquartered on Arsenal Island in Rock Island, Illinois. He commissioned in the United States Army Corps of Engineers in May 1993 from the United States Military Academy at West Point, NY.

Baumgartner also served as Command Engineer of United States Army Cyber and Second Army at Fort Meade, Maryland; Deputy Brigade Commander of 18th Engineer Brigade in Schweinfurt, Germany; and Battalion Commander of the 15th Engineer Battalion in Schweinfurt, Germany to include a combat tour in support of Operations New Dawn and Enduring Freedom.

Colonel Nikki L. Haupt assumed duties as the U.S. Army Corps of Engineers Transatlantic Division Deputy Commander on July 29, 2024. Haupt most recently served as Commander of the 397th Engineer Battalion in Marina, CA and prior to that assignment, served as the S3 for the 301st Maneuver Enhancement Brigade; Division G3 for Pacific Ocean Division, U.S. Army Corps of Engineers; Chief of Future Operations, Headquarters, U.S. Army Corps of Engineers; and Commander of the 863rd Engineer Battalion in Darien, IL. She commissioned in the United States Army Engineer Corps in June 2004 from Oregon State University.

Scott P. Sawyer serves as the Chief of Regional Programs and Business for the U.S. Army Corps of Engineers Transatlantic Division, headquartered in Winchester, Virginia. As the senior advisor to the Transatlantic Division commander, Sawyer provides strategic leadership and technical, resource and financial program management expertise for the Division. He is responsible for leading the execution of a multi-billion-dollar program, which provides design, construction, and related engineering services in direct support to U.S. Central Command and other activities across 21 nations located throughout the Middle East, Central and South Asia, and the Levant to establish the conditions for regional security and stability. His direction ensures that the Transatlantic Division delivers critical infrastructure and capabilities that align with national security interests in this complex region.

A certified Project Management Professional (PMP) since 2007 and recognized expert in Project Management Business Process, Sawyer was a key member of the P2 Automated Information System (AIS) deployment team, implementing this system across four USACE districts to enhance project tracking, data management, and reporting. Additionally, he is the architect of the MILCON Lifecycle metric, which integrates USACE Command Guidance Metrics with leading indicators, providing a unified measure of project health that streamlines reporting across traditional project phases. This single-point metric has significantly improved decision-making by creating an actionable view of project performance throughout the lifecycle of military construction projects.

Over his 20+ years with USACE, Sawyer has served across headquarters, division, and district levels, giving him unique insight into USACE strategic and operational needs. Known for his adaptive leadership and clear communication, he uses data visualization tools to convey complex datasets in understandable formats, strengthening collaboration with mission partners and external stakeholders. His leadership of the "Mega Projects" initiative has further bolstered governance for high-visibility projects, ensuring senior oversight where needed.
