LAPSE IN DoW APPROPRIATIONS - Friday, October 3, 2025

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

 

A NEW CHAPTER: - Tuesday, August 5, 2025

On August 5, 2025, the U.S. Army Corps of Engineers officially realigned mission oversight of USACE operations in support of U.S. Central Command and U.S. Special Operations Command from the Transatlantic Division to the Southwestern Division. This transition ensures continued, focused support to U.S. Central Command and U.S. Special Operations Command across the Middle East, Central and South Asia, and the Levant. Both the Middle East District and the Transatlantic Expeditionary District remain fully operational and continue delivering engineering solutions that support regional stability and operational readiness. This is a new chapter, not a new identity. The mission – and the USACE legacy – continues.

 

 

Sergeant Major Jun C. Tomagan

Sergeant Major Jun C. Tomagan became the Sergeant Major of the U. S. Army Corps of Engineers (USACE) Transatlantic Expeditionary District, June 28, 2021. As the Senior Enlisted Leader he oversees a command made up of DoD civilians, U. S. Army Soldiers, and contract employees who provide theater-wide engineering solutions and expertise in support of U. S. Coalition, and Host Nation efforts in order to enable the building of partner capacity within the CENTCOM area of responsibility and to support overall CENTCOM mission objectives. 


Sergeant Major Jun C. Tomagan hails from the island of Guam. In June 1999, he enlisted in the U. S. Army and attended One Station Unit Training assigned to B Co. 35th EN BN, Fort Leonard Wood, MO. 

Assignment Highlights: Sergeant Major Tomagan’s assignments include 8th Engineer Battalion, Ft Hood, Texas; Combat Engineer, 16th Engineer Battalion, Giessen, Germany; Combat Engineer, Team Leader and Squad Leader, Training Support Battalion, Fort Leonard Wood, Missouri; Instructor/Writer, 38th Engineer Company (Sapper), Fort Lewis, Washington; Platoon Sergeant, Joint Multinational Training Center, Hohenfels, Germany; Sapper PLT OCT, HHC TRN OCT, 2CR RES, Grafenwoehr, Germany; S-2 NCOIC, E Troop and B Troop, First Sergeant and Operations SGM; 555th EN BDE Plans and Operations SGM, JBLM WA; America’s I Corps Engineer SGM, JBLM WA. 
His deployments include Operation Desert Spring 2000, Operation Iraqi Freedom 03-04, 06-08 and 09-10 and Operation Enduring Freedom as an OCT pre-deployment assessment for 2CR. 

Military and Civilian Education: Basic Leader Course, Advance Leader Course, Senior Leader Course, Battle Staff, and a recent graduate of the NR Class 46 of the Sergeant’s Major Academy performing in the top 20 percent. Sergeant Major Tomagan’s civilian education includes: Graduated from John F. Kennedy High School (Guam); currently working on Bachelor’s Degree in Organizational Leadership through Charleston University.
