LAPSE IN DoW APPROPRIATIONS - Friday, October 3, 2025

The most recent appropriations for the Department of War expired at 11:59 p.m. EST on September 30, 2025. Military personnel will continue in a normal duty status without pay until such time as a continuing resolution or appropriations are passed by Congress and signed into law. Civilian personnel not engaged in excepted activities will be placed in a non-work, non-pay status.

A NEW CHAPTER: - Tuesday, August 5, 2025

On August 5, 2025, the U.S. Army Corps of Engineers officially realigned mission oversight of USACE operations in support of U.S. Central Command and U.S. Special Operations Command from the Transatlantic Division to the Southwestern Division. This transition ensures continued, focused support to U.S. Central Command and U.S. Special Operations Command across the Middle East, Central and South Asia, and the Levant. Both the Middle East District and the Transatlantic Expeditionary District remain fully operational and continue delivering engineering solutions that support regional stability and operational readiness. This is a new chapter, not a new identity. The mission – and the USACE legacy – continues.

Colonel John C. Haas, Jr. joined the Transatlantic Division, as Commander, Task Force Essayons from the 412th Theater Engineer Command in Vicksburg, Mississippi where he was the Deputy Chief of Staff, G3. Prior to joining the 412th Theater Engineer Command, he was the Commander of the 391st Engineer Battalion in Greenville, South Carolina.

Colonel Haas has served in a variety of command and staff assignments including Platoon Leader and Commander in the 386th Engineer Battalion in Kingsville, Texas; Assistant Brigade Engineer and Executive Officer in the 386th Engineer Battalion in Corpus Christi, Texas; Construction Management Engineer and S3 in the 176th Engineer Battalion in Grand Prairie, Texas, and as an Observer/Controller for the 75th Southern Training Division. In 2004, he deployed with the 278th Armored Cavalry Regiment to Iraq as the Regimental Engineer.

Colonel Haas began his military career as an enlisted Army Engineer Service Member prior to transferring to the Texas National Guard. He later went on to Officer Candidate School and was commissioned as an Engineer with his first assignment in Kingsville, Texas. He earned a Bachelor of Science degree in Architectural Engineering from the University of Texas at Austin. He is also a graduate of the Army Command and General Staff College at Fort Leavenworth, Kansas, and the Engineer Officers Basic and Advanced Courses at Fort Leonard Wood, Missouri. Colonel Haas obtained his Professional Engineering (Texas) License in 2000 and has been practicing structural and civil engineering for 20 years. For the last 10 years, he has been working as Supervisory General Engineer for the Internal Revenue Service.

Colonel Haas’ military awards and decorations include the Meritorious Service Medal, Army Commendation Medal with Silver and Bronze Oak Leaf Clusters, Army Reserve Component Achievement Medal with Bronze Oak Leaf Cluster, National Defense Service Medal, Army Service Ribbon, Overseas Ribbon, Armed Forces Reserve Medal with M Device, Global War on Terrorism Service Medal, and the Iraq Campaign Medal.
