The Transatlantic Division provides engineering solutions for our mission partner’s toughest full spectrum challenges in one of the most complex construction environments in the world. With oversight of well over $5 billion in projects throughout the U.S. Central Command’s area of responsibility, as well as dedicated support to the U.S. Special Operations Command, the Transatlantic Division: combines dedicated and expeditionary district capabilities, partnering in peace and war, to deliver innovative, resilient, and sustainable solutions to the U.S. Department of Defense and the nation; and establishes the conditions for regional security and stability throughout the Middle East and Central Asia.
From our Winchester, Virginia, headquarters, we support U.S. Central Command within the USCENTCOM area of responsibility and U.S. Special Operations Command globally. We are the Army Corps of Engineers’ ninth major subordinate command and were originally established as a division in 1991 to support the increased reconstruction activities following the 1990-1991 Gulf War.
We deliver our program through two districts, the Transatlantic Middle East District, headquartered in Virginia, and the Transatlantic Expeditionary District, which combined our contingency operations assets as one optimized command, headquartered in Kuwait.
OUR DISTRICTS
Transatlantic Middle East District is our longest enduring element and executes seventy-five percent of the Division’s program, providing design, construction execution, and related services and support to U.S. and foreign mission partners in the U.S. Central Command area of responsibility to increase regional security and stability in support of enduring U.S. interests; on order, supports contingency operations. The District has field offices in nine countries in the Middle East.
Transatlantic Expeditionary District is our newest element structured specifically to provide speed of relevance project management, planning, engineering, design, environmental support, construction management, and real estate services within the U.S. Central Command’s area of responsibility; delivering cost effective, sustainable engineering solutions and services supporting contingency operations and peacetime efforts to strengthen the security and stability of our nation and our allied mission partners for years to come. OUR CAPABILITIES
Our Team of Team's in-house design staff provides engineering and design assistance on a wide range of projects. We provide complete design services using our in-house staff and manage architect-engineer contracts or obtain services from other USACE offices; review contracted designs to ensure that they fully meet your requirements and are ready for the construction contract phase. Registered professionals include civil engineering, architecture, structural engineering, mechanical engineering, electrical engineering, geotechnical engineering, and fire protection.
Our Team of Teams manages construction contracts, job order contracts, facility support services, life support, and operations and maintenance contracts. In addition, they provide construction surveillance on contracts awarded by host nations using agreed-upon standards ensuring contractors meet all technical, quality, and safety specifications on contracts awarded to support your requirements.
Our Team of Teams has extensive expertise in Foreign Military Sales programs. The U.S. Department of State/DOD FMS program allows friendly countries to acquire goods and services from the U.S., including from USACE. Either the host nation or the U.S. government funds FMS projects, which may include design, engineering, and construction; procurement and delivery of equipment; facility operations and maintenance; or other related activities.
Our Team of Teams provides multi-disciplinary site surveys conducted prior to or in the initial stage of a joint operational deployment. The survey documents existing deployment area environmental conditions, determines the potential for present and past site contamination (e.g., hazardous substances, petroleum products, and derivatives), and identifies potential vulnerabilities.
Our Team of Teams provides water resources expertise promoting regional stability through the development and management of major water resources. Our role is to help allied mission partners’ engineers and scientists develop the technical capabilities and tools to evaluate and manage water resources; integrate systems of irrigation, hydropower, flood risk management and environmental water supply, and provide dam inspection services to help mitigate effects of climate change and rapid population growth and help optimize the allocation of water resources for food security, disaster prevention and preservation of the environment.
The Technical Center of Expertise for Aircraft Hangar Fire Protection provides fire protection engineering assistance to USACE offices involved in the design and construction of fire protection systems for aircraft hangars. The TCX has sought to standardize design procedures and approaches to deliver better systems to our customers. The goal is to assure that hangar fire protection systems are designed and constructed to be as cost effective, reliable, and maintainable as possible.
The Center of Standardization for Non-Permanent Facilities provides standard designs that meet current and future contingency operational needs with low-cost facility designs that are easily constructed using local materials and building methods.
The U.S. Special Operations Forces Center of Excellence is one of nine specialized staffs in USACE, consists of certified urban planners, engineers, and architects experienced in guiding Military and Host Nation focused planning, geo-spatial, and analytical activities supporting design and construction programming portfolios under a comprehensive asset management approach.
