 CDR Official Bio

Colonel Mohammed Z. Rahman is the fourth Commander of the Transatlantic Expeditionary District. Prior to this assignment, he served as the Emergency Preparedness Liaison Officer for the State of Illinois. COL Rahman was born in Kushtia, Bangladesh, and was appointed as an Engineer Officer in the United States Army Reserve on 21 April 1999 with the 416th Engineer Command.


COL Rahman’s previous assignments include: Deputy Commander FWD (IMA), Transatlantic Division; U.S. Army Central Command Engineer Forward, Kuwait; Chief of Plans & Operations, Iraq; Strategic Plans & Assessment Officer, 416th Theater Engineer Command; Environmental Engineer, USACE; Environmental Science Officer, Iraq; Executive Officer and Operations Officer, 378th Forward Engineer Support Team-Main; Plans Officer, 416th Theater Engineer Command; Battalion Operations Officer, 3/383rd Training Support Battalion; Team Leader, Facility Engineer Center, Bartonville, IL; and Sanitary Engineer, 416th Theater Engineer Command.


COL Rahman’s civilian education includes a Bachelor of Science in Agricultural Engineering from Bangladesh Agricultural University, a Master of Science in Civil/Environmental Engineering from Southern Illinois University, and a Master of Public Health from the University of Illinois. He is a licensed Environmental Health Practitioner with the State of Illinois.


COL Rahman’s military education includes the Officer Basic Course and Advanced Course from the Military Academy of Health Sciences, Fort Sam Houston, TX; Engineer Captains Career Course, Fort Leonard Wood, MO. He is also a graduate of the Army Command and General Staff College, Fort. Leavenworth, KS.

Lt. Col. Steve Williams enlisted in the Army Reserve as an Ammunition Specialist in 2003. He earned his commission as an Engineer Officer at the US Army Officer Candidate School in 2006.

Lt. Col. Williams has served in a variety of assignments both active and reserve, deployed and at home station, supporting conventional and special operations units. His previous deployments include Iraq (2007, 2009-2010), Afghanistan (2012-2013), and Kuwait-Iraq-Syria (2016-2017). His leadership assignments include Platoon Leader and Company Commander. He has also served in a variety of staff assignments at battalion, brigade, and multi-star headquarters in both Army and Joint organizations.

Lt. Col. Williams’ military education includes Basic Combat Training, Advanced Individual Training, Officer Candidate School, Engineer Basic Officer Leader Course, Basic Airborne Course, Engineer Captains Career Course, Engineer Explosive Ordnance Clearance Agent Course, Joint Engineer Operations Course, Command and General Staff Officer Course, and Missile Defense Officer Qualification Course. He earned a bachelor’s degree in civil engineering from the University of Alabama, and master’s degrees in civil engineering and explosives engineering from the Missouri University of Science and Technology.

Lt. Viet Nguyen is the Deputy District Engineer for Programs and Project Management Division (DPM), Transatlantic Expeditionary District, U.S. Army Corps of Engineers (USACE).  He is responsible for management of the District’s Military Construction, Foreign Military Sales, and International and Interagency Support portfolio valued around 1.2 billion dollars in direct support to U.S. Central Command (USCENTCOM) and other mission partners in nine countries located throughout the Middle and Southwest Asia.  He was selected as the DPM in November 2023 after serving 5 years as the Chief of the Joint Base San Antonio Program where he was responsible for all planning, engineering, and construction activities of military, and IIS missions throughout the San Antonio Region.

Prior to that, Nguyen served as the U.S. Army Corps of Engineers, Fort Worth District Chief of Medical and Air Force Programs since 2012. In that position, he was responsible for management of all Air Force Military Construction and Medical projects and activities throughout the Fort Worth District's areas of operation. Nguyen had also served as the Naval Facilities Engineering System Command ’s Program Manager from December 2009 through December of 2010. In that position, he had responsibility to manage and lead the District’s Project Managers in the execution of Civil, IIS, Environmental, and Military projects throughout the District’s area of operation.

Nguyen has served the U.S. Government for over 28 years beginning his service with the U.S. Army Corps of Engineers, Fort Worth District. He has served in various positions within both USACE and NAVFAC, to include a deployment as the Chief of Information Technology for USACE Task Force Restoring Iraqi Oil in 2003 and Chief of Military Programs for Afghanistan Engineer District South in 2012.

Nguyen was born in Hue, Vietnam. He attended California State University where he earned an advanced Degree in Structural Engineering in 1994. He is a graduate of the Sustaining Base and Leadership and Management Program at Army Management Staff College in 2002. He is a registered professional engineer in the state of California, a certified Project Management Professional, and a member of the Army Acquisition Corps.

Sergeant Major David J. Kluba is a native of Appleton, Wisconsin. He joined the United States Army in October 2003 and received his One Station Unit Training at Fort Benning, Georgia, to become an Infantryman. In February 2006, Sergeant Major Kluba Attended the Prime Power School in Fort Belvoir, Virginia, to become a Prime Power Production Specialist.


SGM Kluba’s previous assignments include: 1-3rd Infantry Regiment (The Old Guard), Fort Myer, VA; 249th Engineer Battalion (Prime Power), Fort Bragg, NC; 3-60 Infantry Regiment, Fort Jackson, SC; Joint Special Operations Command, Fort Bragg, NC; 249th Engineer Battalion (Prime Power), Fort Bragg, NC; 8th Army, Camp Humphreys, South Korea; 31st Engineer Battalion Fort Leonard Wood, MO; 1st Squadron 1st Cavalry Regiment, Fort Bliss, TX.


SGM Kluba has held leadership positions at all levels of his military career, including Team Leader, Squad Leader, Platoon Sergeant, Drill Sergeant, Company First Sergeant, Engineer Directorate Sergeant Major, and Operations Sergeant Major. He has also deployed to Iraq, Afghanistan, Jordan, and Qatar for theater support operations.
