Brigadier General William “Bill” Hannan Jr. is a native of Ohio and was commissioned in the U.S. Army Corps of Engineers in 1997 after graduating from The Ohio State University with a Bachelor of Science degree in Civil Engineering. He also holds master’s degrees in engineering management from the Missouri University of Science and Technology and in Strategic Studies from the U.S. Army War College. 

Hannan currently leads Transatlantic Division and its program delivering innovative design, construction, engineering, and contingency solutions in support of CENTCOM, SOCOM, and other global partners. Prior to taking command he served as the Chief of the Office of Security Cooperation –Iraq (OSC-I) and led its mission a building Iraqi Security Force operational and institutional capacity.

Prior to his deployment to Iraq, Hannan commanded the Kansas City District of the U.S. Army Corps of Engineers, successfully executing its diverse program across five states and 500 miles of the Missouri River. He also commanded at the Engineer Battalion, Detachment, and Company level.

Hannan’s other key assignments include: Director of Academic Operations for the U.S. Army War College; Chief of Staff for the U.S. Army Engineer School; Chief of Engineer Engagements and Exercises for Headquarters, U.S. Army Pacific; Battalion Executive and Operations Officer; Small Group Leader and Instructor for the Engineer Captain’s Career Course; Brigade Maintenance Officer; Geospatial Officer for Headquarters, U.S. Army Europe; and Platoon Leader, Brigade Engineer and Aide de Camp in the 82nd Airborne Division. Hannan has served at various locations throughout Europe, Asia-Pacific, and the Middle East, including two deployments to Afghanistan and two to Iraq. 

Hannan is a graduate of the US Army Command and General Staff College, Combined Arms Staff Service School, Joint Engineer Operations Course, Ranger School, Sapper School, Explosive Ordnance Clearance Agent Course, Jump Master Course, Engineer Officer Advance Course and Engineer Officer Basic Course. He is also a certified Project Management Professional.

 Deputy CDR Bio

Colonel Craig S. Baumgartner became the Transatlantic Division Deputy Commander on August 9, 2021. Baumgartner most recently served as Chief of Staff, HQDA G-3/5/7 (DAMO-SS) and prior to that assignment, served as the Combined Joint-Engineer Branch Head, Combined Security Transition Command-Afghanistan (CSTC-A) and Commander and District Engineer of the U.S. Army Corps of Engineers, Rock Island District, headquartered on Arsenal Island in Rock Island, Ill. He commissioned in the United States Army Corps of Engineers in May 1993 from the United States Military Academy at West Point, NY.

Baumgartner also served as Battalion Commander of the 15th Engineer Battalion in Schweinfurt, Germany and during a combat tour in support of Operations New Dawn and Enduring Freedom; Deputy Brigade Commander of 18th Engineer Brigade in Schweinfurt, Germany; and Command Engineer of United States Army Cyber and Second Army at Fort Meade, Maryland.

Other previous assignments include:

- Platoon Leader and Company Executive Officer, 317th Engineer Battalion, Fort Benning, Georgia including an operational deployment to Saudi Arabia/Kuwait in support of Operation Vigilant Warrior.

His military education includes the U.S. Army War College Senior Leader Seminar, U.S. Army War College Fellowship Program (in residence at Syracuse University), Joint Combined Warfighter School, College of Naval Command and Staff, Combined Arms and Services Staff School, and Engineer Officer Advanced and Basic Courses.

Baumgartner’s military awards and decorations include the Legion of Merit Medal (2 OLC), Bronze Star Medal (3 OLC), Defense Meritorious Service Medal (1 OLC), and Meritorious Service Medal (3 OLCs). His badges include the Combat Action Badge and Parachutist Badge. He is also an Engineer Regiment Silver de Fleury Medal recipient.

John. L. Adams was appointed into the Senior Executive Service (SES) in August 2020. He serves as the U.S. Army Corps of Engineers Transatlantic Division Regional Programs and Business Director. As the senior advisor to the Transatlantic Division commanding general, Adams provides executive strategic leadership and technical, resource and financial program management expertise for the Division. He is responsible for leading the execution of a multi-billion-dollar program, which provides design, construction, and related engineering services in direct support to U.S. Central Command and other activities across 21 nations located throughout the Middle East, Central Asia, and the Levant to establish the conditions for regional security and stability. 


Adams is responsible for enabling the U.S. Special Operations Command global construction program through centralized planning and programming on behalf of the USACE Enterprise. The Transatlantic Division is comprised of the Transatlantic Middle East District, headquartered in Winchester, Va., and the Transatlantic Expeditionary District headquartered in Kuwait, which total over 700 personnel, consisting of more than 200 forward deployed service members and civilians and area offices located in nine countries. The Division supports Overseas Contingency Operations in the USCENTCOM area of responsibility and provides specialized capabilities for the USACE Enterprise, including the Technical Center of Expertise for Aircraft Hanger Fire Protection, the Center of Standardization for Non-Permanent Facilities and the USACE Contingency Deployment Center. 


Prior to his current assignment, Adams served as the USACE Europe District Deputy District Engineer and the Programs and Project Management Division chief beginning in Dec. 2015. In that position, he was responsible for management of the District Military Missions’ programs and activities throughout the U.S. European Command’s and U.S. Africa Command’s areas of operation. Adams also served as USACE Norfolk District’s Projects Branch chief from Nov. 2003 through Nov. 2015. In that position, he managed and led the District’s project managers in the execution of Civil, Interagency and International Services, Environmental, and Military Construction projects throughout the District’s area of operation. 


Adams has served as a government civilian for more than 38 years beginning his service with the USACE Atlantic Division’s Naval Facilities Engineering Command. He served in various positions within both Naval Facilities Engineering Systems Command and USACE, to include a deployment as the Chief of the Engineering and Construction Division of the Afghanistan Engineer District-South. Other overseas assignments include Antigua West Indies, Naples and Aviano, Italy, and as an Area Engineer with the USACE Europe District in Ansbach, Germany. 


Adams is a native of Lexington, VA. He attended the Virginia Military Institute where he earned a Bachelor of Science Degree in Civil Engineering in 1985. He is a registered professional engineer in the state of Virginia, a certified Project Management Professional, and a member of the Army Acquisition Corps.


His awards and decorations include the Superior Civilian Service, Meritorious Civilian Service, Commanders Award for Civilian Service (6), and the Silver de Fleury Medal.

CSM Clifton D. Morehouse was born in Fort Gordon, Georgia, and grew up in St Louis, Missouri, and enlisted in the Army in November 1995 as an Engineer.

He attended basic combat training and advanced individual training at Fort Leonard Wood, Missouri.

CSM Morehouse has served as Heavy Equipment Operator, Senior Construction Equipment Operator, Squad Leader, Senior Drill Sergeant, Platoon Sergeant, S-3 NCOIC, Intelligence Sergeant, First Sergeant, 81st CMT OPS SGM, 20E BN CSM and 181st MFTB BDE CSM.

His assignments include: Korea; Fort Hood, Texas; Korea; Fort Eustis, Virginia; Fort Campbell, Kentucky; Fort Sill, Oklahoma; Fort Stewart, Georgia; Germany (Schweinfurt & Granfenwohr); Fort Campbell, Kentucky; Fort Bliss, Texas; Fort Hood, Texas; Fort McCoy, WI and now Transatlantic Division, Winchester, Virginia.

He has deployed to Iraq x (2), Afghanistan x (1) and Romania for theater support operations.
